Materials Control

It is the purpose of this division to safeguard the life, health, property and general welfare of the people of this City by regulating work performed at locations other than construction sites which would then be utilized at construction projects within the City of Los Angeles. This section administers the provisions of the building code related to approved fabricators, approved testing agencies, and building trade examination applications and licenses.

The Materials Control division maintains a current list of approved fabricators as well as inspects those who apply for approval.

• When work is done at a location which, if performed on a construction site, would be subject to certain inspection requirements of the Los Angeles Municipal Code, a fabricator's approval is required. When an approval has been granted to a fabricator, the facilities and quality assurance program of that fabricator are authorized to perform work and be exempt from specific inspections. Rules and regulations established by the Superintendent of Building for a fabricator approval accompany the Application for Approval as Fabricator.

• Whenever tests or certifications of any material or fabricated assembly thereof, or of any persons, are required by provisions of the Los Angeles Municipal Code, such tests or certifications shall be made by a testing agency approved by the department to conduct such tests. Rules and regulations established by the Superintendent of Building for the testing agency approval accompany the Application for Approval as Testing Agency.
