Plumbing
Permits
(Section 94.103.1)
The
following information has been summarized from the Los Angeles
Municipal Code to make it easier to understand the intent
of the code.
A
plumbing permit is required to add, alter, construct, install,
move, relocate, remove, reconstruct, repair, or replace any
plumbing, rainwater piping, subsurface drainage piping, swimming
pool piping, reclaimed water piping, or greywater piping.
A
permit shall be required where the Department has determined
that the gas piping shall be retested for the following:

1.
|
The
system has been out of service for a period of one year.
|
|
2.
|
Where
the Department has determined there is system leakage
creating an immediate hazard to persons or property. |
A
plumbing permit is required for all the plumbing work in a
relocated building; and no connection to a supply pipe or
drain pipe shall be made until such permit has first been
obtained from the Department.
A
separate plumbing permit shall be obtained for the work indicated
on each building permit.
No
person shall be subject to fine, imprisonment, or payment
of an investigation fee for starting or doing any plumbing
work without a permit being first obtained, if a permit is
obtained therefor on or before 12:00 noon of the third day
the office of the Department is open for public business after
such work was started.
Plumbing
Permit Not Required:
A plumbing permit is not required for the following:

1.
|
Installation
of earthquake valves by the Gas Company. |
|
2.
|
Repairing
or replacement of faucets, ball cocks, exposed fixture
traps or shut-off valves, or residential garbage disposal. |
|
3.
|
Clearing
stoppages. |
|
4.
|
Repairing
of leaks in water and drainage systems provided such repairs
do not require the removal and replacement of plumbing
fixtures or any portion of the drainage system. |
|
5.
|
Installation
or repair of a gas utility meter, or gas piping between
the main and the nearest utility meter, or gas piping
installed by the gas utility outside of private property.
Also, a permit is not required for the gas utility to
disconnect defective gas piping and/or equipment. |
|
6.
|
Gas
piping connection less than 6 feet in length between an
existing gas outlet and a gas appliance in the same room. |
|
7.
|
Capping
a private sewage disposal system where a grading permit
is required. |
|
8.
|
Repair
of a gas water heater, provided the water heater is not
disconnected. |
|
9.
|
Resetting
of existing rough-in, which has been removed for the sole
purpose of repairing or replacing walls or floors. |
|
10.
|
Replacing
existing water closets with low-consumption, flush tank
type, water closets in conformance with the City's "Water
Conservation Retrofit Program" in existing residential
dwelling units. However, these exempted installations
are limited to replacing the fixtures only. Any new or
alteration to existing water, waste, or vent piping require
a plumbing permit. Also, these exemptions do not waive
any contractor license requirements by the State of California
to perform this type work. |

|
Exterior
exposed rainwater leaders. |
|
12.
|
A
separate plumbing permit is not required for any plumbing
work, in a single-family dwelling, for which a combined
building-mechanical permit has been obtained pursuant
to Section 107.2 of the Los Angeles Building Code |

13.
|
No
permit shall be required for work set up for exhibition
or for a television or motion picture set without any
direct connection to any system for which a permit is
required |
|
14.
|
No
permit shall be required for the replacement of the following
items when the work is done on a detached single-family
dwelling; and the work is performed by a contractor with
a valid Certificate of Registration as a Certified Licensed
Contractor pursuant to Section 91.0306.5: |

i.
|
Replacement
of defective hot water heaters with one of equivalent
gallonage, BTU rating, and vent capacity when the vent
does not require relocation or replacement |

ii.
|
Replacement
of plumbing fixtures and solar panels with equal kind
and quality |
| |
iii.
|
Replacement
of defective domestic water piping within a dwelling with
piping of equivalent size and quality |
| |
iv.
|
Replacement
of defective metallic water service piping with piping
of equivalent size, quality, and conductivity. Metallic
water service piping cannot be replaced with PVC under
this provision |

v.
|
Replacement
of shower pans with the same size and capacity |
A
Certificate of Compliance pursuant to Section 91.108.12.3.1
must be filed with the City in lieu of a permit.
