Pressure Vessel Permits

The following information has been summarized from the Los Angeles Municipal Code to make it easier to understand the intent of the code.

A Pressure Vessel installation permit is required to erect, install, use or operate any of the following equipment. Periodic inspections and subsequent operating permits are also required.

Tanks
Vessels
Liquid Propane Gas
Repair
Exemptions

Boilers
1.
CASE IRON SECTIONAL - A cast iron boiler generally used for water heating or low pressure steam.
2.
ELECTRIC BOILER - A boiler that produces steam or hot water that uses an electric heating element for heat energy.
3.
HIGH PRESSURE FIRE TUBE - A boiler that produces steam over 15 psi. The flame is applied on the inside of the boiler tubes. The water is on the outside of the tubes.
4.
HIGH PRESSURE WATER TUBE - A boiler that produces steam over 15 psi. The flame is applied on the outside of the boiler tubes. The water is on the inside of the boiler tubes.
5.
HOT WATER BOILER - A boiler that is used to heat water. The gas input is over 400,000 BTU.
6.
HOT WATER HIGH TEMP - A boiler that is used to heat water to a high temperature, up to 212 degree F.
7.
HOT WATER SUPERHEAT - A boiler that heats water to a superheated condition above the boiling point but not released to form steam.
8.
LOW PRESSURE BOILER - A boiler that produces steam up to 15 psi.

If a boiler is outdoors and the vent stack is within 10 ft of the building or the boiler is indoors an additional mechanical permit is required for the vent.

Tanks
1.
AIR TANK - A tank used for the storage of compressed air. Also called an air compressor or compressor. Air tanks 1.5 cu. ft. or less with safety valves set at 150 psi or less are exempt.
2.
AMMONIA TANK - A tank used to store or distribute anhydrous ammonia under pressure. Refrigeration systems are exempt.
3.
COMPRESSED NATURAL GAS - A tank used to store or distribute natural gas under extreme pressure generally over 1,000 psi.
4.
LIQUID NATURAL GAS - A tank used to store or distribute liquid natural gas.
5.
LIQUID PETROLEUM GAS - A tank over 125 gallons used to store and or distribute liquid petroleum gas usually propane.
6.
HOT WATER STORAGE - A tank over 120 gallons used to store hot water generally over 120 degrees F.
7.
HYDRO PNEUMATIC - A tank used to store water under pressure. A pressurized air space is above the water in the tank.
8.
UNFIRED PRESSURE VESSEL - A tank or a pressurized object that contains vapor where the pressure exceeds 15 psi.
9.
VACUUM TANK - A tank that contains substances under a negative pressure.

Vessels
1.
AUTOCLAVE - A pressure vessel that is generally heated by steam and has a door or opening designed to withstand pressure. Objects can be placed inside or removed when the pressure is released.
2.
AUTO HOIST An in ground or above ground device that is used to raise a vehicle entirely off the ground while work is being performed on the vehicle.
3.
CLOTHES PRESS - A device that is used to steam press clothes
4.
STREAM KETTLE - A pressure vessel that is generally steam jacketed and that is used to heat substances in the liquid state. The pressure is in the jacket
5.
STEAM MANGLE - A roller type device that is heated by steam generally used to press or flatten other objects
6.
STERILIZER - A pressure vessel that is used to sterilize objects by the application of steam heat under pressure.
7.
SURGE TANK - A tank that is not pressurized but contains vapor or air and is closed. It is used to relieve the surge pressure on a liquid system. The pressure is derived from the liquid flow into it.
8.
VULCANIZER - The same as an autoclave but is used to heat substances so that they may be pressed together.

Liquid Propane Gas

1.
Before a pressure vessel permit is issued for an LPG tank, a plot plan must be obtained and approved "subject to field inspection" from the Fire Department
2.
For vertical propane tanks a plan check and building permit shall be required for the support footings with regards to seismic and wind loads and for fire protection on the support legs or skirt.

Repair
1.
The Pressure Vessel Group must be notified prior to the commencement of any welded repair to a boiler or pressure vessel. The competed repair must show compliance with Title 8 of the California Code of Regulations, including welder qualification and the Authorized Inspectors approval.

Exemptions
Air tanks that are 1.5 cubic feet or less and have safety valves set to open at 150 psi or less.
Pressure vessels used in air conditioning systems.
Ammonia tanks that are in refrigeration service.
Ammonia tanks where the ammonia is not in the anhydrous state.
Carbon dioxide and nitrogen tanks.
DOT cylinders
Cold water storage tanks that are not part of a buildings fire system.
Hot water storage tanks in which none of the following are exceeded: (1)120 gal., (2)120 degrees F., (3)160 psi., (4) 400,000 BTU.
Boilers and Pressure Vessels on trucks and trailers that can change location. (State Jurisdiction)
